Tiffany Robinson has joined Associated Builders and Contractors (ABC) as the association’s vice president of workforce and safety policy, bringing deep experience in executive leadership, workforce development, public policy, and infrastructure to the role. She will lead research, policy, and strategic initiatives designed to strengthen the construction workforce and advance health and safety.
As a member of ABC’s executive leadership team, Robinson will work closely with the association’s 67 chapters and 24,000 members to identify emerging workforce and safety challenges and develop proactive, research-driven solutions. Her role will focus on expanding America’s capacity to build critical infrastructure.
Leadership Experience
Robinson’s career includes serving as Maryland secretary of labor, where she led a department of more than 1,600 employees and pioneered the state’s skills-based hiring initiative. This initiative eliminated four-year degree requirements for thousands of state jobs, and she testified before Congress on apprenticeship policy.
Prior to her role as Maryland secretary of labor, Robinson served as Virginia director of rail and public transportation, where her work included workforce development, apprenticeship, and safety initiatives tied to the state’s rail and transit system.

Background and Education
Robinson is an attorney and earned her Juris Doctor from the University of Baltimore School of Law and a bachelor’s degree in political science from the University of Maryland, Baltimore County. With her strong educational background and extensive experience in executive leadership, she is well-equipped to lead ABC’s workforce and safety policy initiatives.
